What is Day 1 CPT and how does it work?
As of September 25, 2026, DHS's final rule replacing Duration of Status with fixed admission periods is not in effect. On September 14, 2026, the U.S. District Court for the District of Massachusetts postponed the rule's effective date and preliminarily barred DHS and ICE from implementing it while litigation continues. The existing Duration of Status (D/S) framework therefore remains in effect for now, and the final rule's new academic-progression restrictions are not currently operative. Because the litigation is ongoing, students should verify the latest status before making enrollment, transfer, or academic-progression decisions.
Separately from the blocked Duration of Status rule, SEVP issued new CPT guidance on August 24, 2026. Under the agency's current guidance, practical training must be an integral and required part of the established curriculum and required for students participating in that curriculum; simply enrolling in an optional internship or elective course does not establish CPT eligibility. Students comparing Day 1 CPT universities should therefore verify the specific program's current curriculum, employer/cooperative-agreement requirements, and DSO authorization policy—not merely whether the university is SEVP-certified.

When comparing accredited Day 1 CPT universities, check both the university's accreditation status and its SEVP certification. These are separate requirements and should not be treated as the same thing.

Choosing the right Day 1 CPT program should be based on your academic progression, career goals, and the relationship between your degree and your CPT employment. Students should not select a program simply because it offers CPT from the first semester.

A DHS final rule scheduled to take effect on September 15, 2026 introduces new F-1 academic-progression restrictions. Under the rule, after completing an F-1 program at one educational level, a student generally cannot begin another F-1 program at the same or a lower educational level.
For example, a student who completes a master's degree after the rule takes effect would generally need to progress to a higher educational level rather than enroll in another master's program.
However, DHS has stated that programs completed before September 15, 2026 will not count toward this restriction. Students whose previous master's degree was completed before the rule's effective date may therefore be treated differently from students completing a master's degree afterward.
Because DHS may delay or suspend implementation of the academic-progression provisions if necessary, students considering a second master's degree or Day 1 CPT program in 2026 should confirm the latest rule status before enrolling.
An MBA with Day 1 CPT can make sense for students whose education and career goals involve management, business, finance, marketing, analytics, or related fields. However, an MBA should not be described as the “safest” option for every student.
Similarly, a doctoral program should be selected because the student has a genuine academic and professional reason to pursue doctoral-level study—not simply because the program offers CPT.

Location is such an important component when choosing Day 1 CPT universities. With the pandemic coming to an end, many universities are resuming on-site teaching. As an F1 student, you are obligated to participate in class and keep a 3.0 GPA at a minimum. Students considering future H-1B eligibility should distinguish CPT eligibility from the H-1B advanced-degree exemption. The 20,000 advanced-degree exemption applies to qualifying U.S. master's or higher degrees earned from an institution of higher education as defined in 20 U.S.C. §1001(a). That definition includes public or nonprofit status and recognized accreditation requirements, among other criteria. Eligibility is not determined simply by whether a degree is a student's first or second master's degree.
