Choosing Between Second Master's, DBA, or PhD for F-1 Students in 2026

If you already have a master's degree in the United States, deciding what to study next can be surprisingly complicated. Should you pursue a second master's to build new technical skills? Choose a Doctor of Business Administration (DBA) to advance into leadership? Or commit to a PhD for research and specialized expertise?

For F-1 international students, the decision involves more than academic interests. Your next degree can affect future OPT eligibility, potential Curricular Practical Training (CPT), tuition costs, and long-term career opportunities.

The uncertainty surrounding F-1 regulations in 2026 has made this choice even more important. Some students are also considering programs commonly associated with Day 1 CPT, which may authorize eligible graduate students to participate in required practical training early in their studies.

So, which degree offers the most suitable path?

Both DBA and PhD degrees are doctoral-level qualifications. Unlike a second master's, they represent progression to a higher educational level, which can matter when evaluating future OPT eligibility.

However, no degree automatically guarantees CPT, OPT, continued employment, or a favorable immigration decision.

Second Master's vs. DBA vs. PhD: Key Differences at a Glance

Before comparing universities, it helps to understand what each type of degree is designed to accomplish.

Research workload Usually less intensive than a doctorate Substantial applied doctoral research Substantial original doctoral research

These are general educational differences. Actual programs vary in admission requirements, research expectations, length, tuition, and attendance.

Can F-1 Students Still Pursue a Second Master's Degree in 2026?

Yes. As of October 15, 2026, a second master's degree remains possible under the F-1 rules currently in effect.

This question became especially important after DHS published a final rule on July 17, 2026, that would have significantly changed the F-1 Duration of Status framework.

Among its provisions, the rule would generally have restricted international students from starting another F-1 academic program at the same or a lower educational level after completing a program.

For example, a student completing a master's degree generally would have been required to progress to a doctorate rather than immediately begin another master's.

However, the rule did not take effect on September 15, 2026, as originally scheduled.

On September 14, the U.S. District Court for the District of Massachusetts postponed its effective date. DHS appealed the injunction on September 30, but the fixed-admission and academic-progression restrictions remain blocked as of this update.

Under the currently operative framework, eligible F-1 students may still pursue another master's degree, subject to the normal admission, SEVIS, and status-maintenance requirements.

This remains an important distinction for students planning their education: the published rule and the rules currently in force are not the same.

For details, read our update on the federal court decision blocking the Duration of Status rule.

When Does a Second Master's Degree Make Sense?

A second master's can be a reasonable academic choice when it offers knowledge substantially different from your previous education or helps you develop specialized expertise.

Consider a student with a master's in Mechanical Engineering who now wants to move into software development or artificial intelligence.

A Master of Science in Computer Science or a related technical field may provide coursework and structured training needed for that transition.

Similarly, someone with a technical master's who hopes to work in business operations or management might consider an MBA.

A second master's should have a clear educational purpose. Its value depends on what the student will actually learn and how that learning contributes to their professional plans.

When Might a Second Master's Be Less Suitable?

A second master's deserves closer scrutiny when it substantially duplicates an earlier degree without offering meaningful new skills or academic progression.

Students should also consider whether another master's will provide the employment authorization opportunities they expect.

In particular, completing a second master's does not automatically create a new OPT period if the student has already used their master's-level OPT allotment.

That leads to one of the most important differences between master's and doctoral programs.

Can You Get OPT After a Second Master's, DBA, or PhD?

OPT is generally available for up to 12 months at each eligible educational level. Students do not automatically receive a new 12-month allotment each time they earn another degree at the same level.

According to U.S. Immigration and Customs Enforcement (ICE), eligible F-1 students may apply for OPT at successive educational levels, such as bachelor's, master's, and doctoral study.

Scenario 1: You Already Used OPT After Your First Master's

Suppose you completed an MS in Computer Science and used your master's-level post-completion OPT.

You later enroll in another master's program, such as an MBA or MS in Business Analytics.

The new degree does not ordinarily reset your 12-month master's-level OPT allowance.

You may be eligible for CPT during your studies if the specific practical training meets the requirements. However, CPT is a separate form of authorization and does not create another master's-level OPT allotment.

Scenario 2: You Complete a DBA After Your Master's

Now suppose you complete your first master's, use master's-level OPT, and subsequently earn a DBA.

Because a DBA is a doctoral-level degree, you may become eligible for a new period of post-completion OPT at the doctoral level.

This is not automatic.

You must satisfy the eligibility requirements, obtain the necessary DSO recommendation, submit a timely OPT application to USCIS, and receive employment authorization.

Any previous full-time CPT at the doctoral level must also be evaluated because 12 months or more of full-time CPT can eliminate post-completion OPT eligibility at that educational level.

Scenario 3: You Pursue a PhD After Your Master's

A PhD is also a doctoral-level degree.

An eligible student who previously used master's-level OPT may potentially qualify for another OPT period after completing a doctorate.

From the perspective of academic level, the DBA and PhD share this potential distinction from a second master's.

The key difference is not that one doctoral degree automatically provides more OPT than the other. It is the academic and professional nature of the degree.

OPT Comparison: What Happens After Each Path?

Student Situation Potential Standard OPT Outcome
First U.S. master's, no previous master's-level OPT used May qualify for master's-level OPT
Second master's after already using master's-level OPT Generally no new 12-month allotment at the same level
Second master's with unused master's-level OPT eligibility May qualify, subject to individual circumstances
DBA after master's-level OPT May qualify for doctoral-level OPT
PhD after master's-level OPT May qualify for doctoral-level OPT
DBA after already using doctoral-level OPT for another doctorate Generally no fresh doctoral-level allotment

A second U.S. master's may still have educational value even when it provides no additional standard OPT.

Students should have their complete OPT history reviewed by their DSO before making a degree decision based on future employment authorization.

What About STEM OPT After a DBA or PhD?

STEM designation creates another important consideration, but not every technical-sounding master's or doctoral program qualifies.

Eligible students with qualifying STEM degrees may apply for a 24-month STEM OPT extension, subject to the federal eligibility, employer, and application requirements.

A degree's eligibility depends on its Classification of Instructional Programs (CIP) code and whether that code appears on the applicable DHS STEM Designated Degree Program List.

The degree title alone is not enough.

For example, a DBA with a concentration in Business Intelligence and Data Analytics may be advertised as STEM-designated, while another university's DBA in general management may not be.

Students should verify the exact CIP code on the school's Form I-20 and the program's current designation.

A student may also potentially qualify for an additional STEM OPT extension after earning a new qualifying STEM degree at a higher educational level, subject to the applicable limits and requirements.

There is no guarantee that every doctoral degree will qualify for STEM OPT.

Can Second Master's, DBA, and PhD Students Use Day 1 CPT?

Potentially, but CPT eligibility does not depend solely on the degree title.

Under 8 CFR § 214.2(f)(10)(i), Curricular Practical Training must be integral to an established academic curriculum and directly related to the student's major.

Federal regulations generally require an academic year of study before practical training, with an exception for graduate programs that require immediate participation in CPT.

That exception can apply to an eligible graduate curriculum regardless of whether the resulting degree is a master's or doctorate.

Why the August 2026 CPT Guidance Matters

SEVP issued broadcast messages on August 12 and August 24, 2026, emphasizing a stricter interpretation of CPT's established-curriculum requirement.

Under the agency's current interpretation, practical training must be genuinely required by the relevant curriculum. An optional internship course or academic credit alone may not be sufficient.

The guidance is being challenged in federal court by higher-education associations, but students should not assume that filing the lawsuit automatically suspended the agency's interpretation.

The key questions now include:

  • Is practical training required by the degree curriculum or relevant academic track?
  • Is the proposed position directly related to the student's major?
  • Does the program require immediate practical training during the first academic term?
  • Has the university reviewed the training under its current CPT policy?
  • Has the DSO issued the appropriate CPT authorization on Form I-20?

Being admitted to a Day 1 CPT university does not automatically mean you can work from the first day of enrollment.

You must receive valid authorization before beginning employment.

How Much Does a Second Master's Cost Compared With a DBA or PhD?

Tuition is an important part of the decision because doctoral study often requires a longer financial commitment.

However, a shorter degree is not automatically cheaper overall, and a longer degree may have different funding arrangements.

University Master's Example Published Master's Tuition Doctoral Example Published Doctoral Tuition
National Louis University MS Business Data Analytics $23,700 DBA $49,920
Ottawa University Executive MBA $32,214 DBA $49,728
Harrisburg University MS Analytics $34,380 PhD in Data Sciences $51,552

These are illustrative advertised tuition totals, not guaranteed quotes. They may exclude additional fees, textbooks, research expenses, travel, living costs, and future tuition adjustments. Confirm current amounts and payment schedules with each university.

A realistic education budget should include on-campus travel, accommodation during required sessions, academic materials, health insurance, possible dissertation continuation costs, and living expenses.

Students may also wish to investigate scholarships, payment plans, fellowships, or research assistantships, where available.

Frequently Asked Questions: Second Master's vs. DBA vs. PhD

Can I do a second master's degree on an F-1 visa in 2026?

Yes, potentially. The federal rule that would generally restrict students from pursuing another program at the same or a lower educational level was blocked before its scheduled September 15, 2026 implementation. As of October 15, the existing F-1 academic framework remains in effect. Students must still meet admission and status requirements.

Can I pursue a second master's after using OPT?

Yes, completing OPT does not automatically prohibit enrollment in a new master's program. However, another master's generally does not create a new 12-month OPT allotment if you already used master's-level OPT. Any new practical training must be separately authorized.

Will a second master's give me another OPT period?

Generally not if you already used your master's-level OPT allotment. OPT eligibility is based on educational level rather than the number of degrees earned. Students who have not used master's-level OPT may have different eligibility circumstances.

Can I receive OPT after completing a DBA?

Potentially. A DBA is a doctoral degree, so an eligible student who previously used master's-level OPT may qualify for a new period of OPT at the doctoral level. Eligibility depends on the student's academic and immigration history, including the amount of full-time CPT used at that level.

Can I get OPT after a PhD if I already used OPT after my master's?

Potentially, yes. A PhD represents progression to a doctoral educational level. Eligible students may qualify for another standard OPT allotment after completing a doctorate, subject to the usual requirements.

Is a DBA equivalent to a PhD for educational-level purposes?

Both are doctoral-level degrees. They generally differ in educational purpose, with DBAs emphasizing applied professional research and PhDs often emphasizing original academic or discipline-focused research. Neither is automatically higher than the other.

Can DBA students get Day 1 CPT?

Some qualifying graduate curricula may support first-semester CPT when immediate practical training is required. However, being enrolled in a DBA does not automatically qualify a student for CPT. A DSO must review the proposed training and issue authorization before employment begins.

Can PhD students use Day 1 CPT?

Potentially. The federal graduate-program exception may apply when the established curriculum requires immediate practical training. Students must meet program-specific academic conditions and obtain DSO authorization. Not every PhD provides immediate CPT eligibility.

Are all DBA programs STEM-designated?

No. STEM designation depends on the program's CIP code, not simply whether the degree is called a DBA or includes technology-related coursework. Students should verify the exact designation with the university.

Is a DBA easier than a PhD?

Not necessarily. DBA programs often emphasize applied business research, while PhD programs frequently focus on specialized research and original knowledge. Both may involve challenging doctoral coursework and substantial research requirements.

Does 12 months of full-time CPT affect future OPT?

Yes. Under federal CPT regulations, students who complete one year or more of full-time CPT are ineligible for post-completion OPT at that educational level. Students should carefully review their CPT history with their DSO before planning future OPT.

Which is better for H-1B: a second master's, DBA, or PhD?

No degree guarantees H-1B selection or approval. The suitability of the degree should be evaluated based on academic objectives, the relevance of the program to the student's career, and the applicable immigration requirements. A doctoral degree is not automatically an immigration advantage.

Can I continue working during a SEVIS transfer to a new degree program?

Not automatically. A SEVIS transfer or educational-level change can terminate existing OPT authorization. Employment under the new program requires separate valid authorization, such as qualifying CPT approved by the new school's DSO. Students should coordinate the dates carefully to avoid unauthorized work.

What is the best option if I already have an MBA?

It depends on your goals. A specialized master's may help you build expertise in technology, analytics, or another field. A DBA may support applied business research and leadership development. A PhD may be more appropriate for research-intensive academic or industry objectives.

Should I choose a doctorate simply because the 2026 second-master's rule might take effect later?

No. The blocked rule may change as litigation proceeds, but selecting a doctorate solely in anticipation of a future policy outcome can lead to significant academic and financial commitments. Students should choose a program with a legitimate educational purpose and seek individualized immigration advice where necessary.
